Energy Decree Week begins and it will be hard to please everyone

An energy decree, according to the latest drafts, will have little news for families and businesses in exchange for expensive bills. The text of the document should reach the cabinet table on Monday, May 2, but if there are no substantive additions, Italian families will not receive new aid to deal with the energy emergency. At the moment, in fact, the text can only be based on the extension of the Ukrainian decree on social benefits for electricity and gas for those with ISEE up to 12,000 euros per year. The novelty will provide to all persons who fall into this category and have paid their bills, before obtaining the Iduna Certificate of their Economic Status which entitles them to the Social Bonus, an automatic compensation that can be credited in the next bill. And with this, at least according to the draft text, the proceedings are concluded in favor of the families.

In terms of business, the situation is not much improved. On the energy side, there are no compromises envisaged, instead space is given to tax credits. Indeed, there is talk of increasing the scale of investments in intangible assets 4.0 (software, platforms, design applications, etc.), raising it to 50% if it is spent on them by December 31, 2022 or June 30, 2023, provided that the seller accepts the order of equipment in December 31, 2022 and that there are advance payments equal to at least 20% of the total cost. The government then focused on tax exemption also for small and medium-sized enterprises, with the aim of making the process of technological and digital transformation more effective, with specific reference to the qualification of employee skills. In this case we would like to raise the current tax exemption rates from 50% and 40% to 70% and 50% “provided that training activities are provided as per the topics specified by a decision of the Minister of Economic Development to be approved by 30 days from the date of entry into force of this provision,” reads Project text. For companies also, it was expected to create a fund to enhance the activity of attracting foreign investments for the three-year period 2022-2024, with an initial moratorium of 5 million euros per year. The objective is related to the realization of survey initiatives to search for potential foreign strategic investors.

Also foreseeable are “Regional Agreements for Corporate Higher Education”. Therefore, the aim is to enhance the interdisciplinary nature of the coursework and the formation of innovative professional profiles, as well as to improve and broaden the offer of training, as well as through integration with research and innovation activities. “Universities, within the scope of their autonomy, can promote the requirement of regional charters of higher education, henceforth, with companies, organizations or research institutions as well as with universities and other public administrations,” the draft outlines.

Then several measures were devoted to the construction of alternative sources of gas supply. The goal is to increase storage and regasification units and related infrastructure. The text states that the head of the district, affected by the location of the new plant, will be appointed as an exceptional commissioner for licensing works and related infrastructure. To carry out the activity, the commissioner can make use of the competent central and regional administrations, without expecting new or larger fees for public finances. “If, in the course of the authorization procedure, it is impossible to quickly reach the termination of the procedure itself, the extraordinary commissioner may be rescinded by decree of the Prime Minister.” In this case, the Ministry of Environmental Transformation, led by Roberto Cingolani, will continue to carry out the mandate. Still on the green energy side, the project states that the areas designated as suitable in accordance with Legislative Decree No. 199/2021 are considered so by “the right also to electrical infrastructures that connect production plants from renewable energy sources and for the development of the electricity grid.
